Haryana Chief Minister Manohar lal on Wednesday said the use of information technology will be engrained into all governance measures so as to make functioning of all departments citizen friendly and transparent.
Presiding over a review meeting of Information Technology Department here, he said that information technology would be used to provide time bound services to the citizens and reducing physical interface between the public and Government offices. The Chief Minister said that for this, time bound schedules would be made for induction of information technology by different departments in an integrated manner.
“I will not tolerate slippages and the administrative secretaries in-charge will be held responsible for ensuring time bound implementation of the finalised plans” said Manohar lal, adding that while ensuring the time bound completion the administrative secretaries concerned would also be given operational flexibility for achieving the target.
Expressing displeasure over the inadequate preparation of Aadhar Cards for 78.7 per cent of the population, the Chief Minister directed to ensure cent percent coverage of the residents of the State under the Aadhar Card preparation by June 2015. He said mobile enrolment centres should be formed in addition to the permanent enrolment centres, so that the uncovered sections of the population particularly the aged, the deprived and uninitiated rural population could also be covered.
In the meeting, the Chief Minister also directed to prepare an integrated citizen database, as a major departure from standalone database prepared by different departments. He also directed that the unified databases should start from the individual and family indexing so that process of reengineering could be carried out for minimising repetitive tasks and reducing the physical interface.
Taking cognisance of the dysfunctional State Wide Area Network (SWAN), he asked the officers concerned to ensure that it becomes completely functional by May 2015.
