Punjab Congress legislature Party (ClP) leader Charanjit Singh Channi on Wednesday shot off a communique to Chief Minister Parkash Singh Badal asking him to implement the reservation policy in the State in true spirit and giving representations to the SC, ST, OBC and other minorities in different Government departments.
Pointing that the SC, ST population in Punjab is 35 percent and that of OBC is 20 percent, Channi said that their representation in government, semi-government, corporations, commissions or office of advocate general is negligible.
He added that these categories are not given good positions in the senior bureaucracy in Punjab also.
“Manpower, which is being outsourced by the government in different departments, is also not recruited according to the reservation policy,” added Channi.
The ClP leader said that the Chief Minister’s Office (CMO) had sent him two files regarding appointment of the two members, each in Punjab Public Service Commission and the State Information Commission.
“Already, the sitting members in both PPSC and Information Commission do not belong to the reserved categories. And now also, you have not recommended any name from SC, ST, OBC or any other minority community in both of these departments,” said Channi.
He further added that in Punjab Cabinet of 18 Ministers, “there are only two ministers belonging to SC, ST, OBC and minority category”.
“I am sorry to write this but wherever you have a discretionary power to appoint some body, never ever a person from these categories have been appointed by you. This year, we are celebrating 125th celebrations of Dr BR Ambedkar, while your actions go totally against the true spirit of the Constitution of India, which was given by Dr Ambedkar,” said Channi.
Congress leader urged the Chief Minister to give the representation to SC, ST, OBC and other minorities on the basis of population and give them representation according to the Constitution.
