In a step towards solving the long standing vexed problem of enhancement dues in Haryana Shehari Vikar Pradhikaran (HSVP) sectors, Haryana Government has decided not only to reduce from 15 percent to 8 percent the interest charged on the less conveyed enhancement amounts per annum but also prescribed that under no circumstances the total interest on the subject less conveyed amount will be allowed to exceed the principal amount.
The decision is likely to result in benefit of over Rs 400 crores for allottees of alteast 26 different sectors in different Urban Estates of the state, said a spokesman of HSVP.
He said that State Government has already accepted 14 out of total 17 demands raised by All Haryana Sector Enhancement Sangharash Samiti and the Haryana State HUDA Sectors Confederation. With the two decisions taken, the only remaining issue is before a committee comprising three former Judges of the High court. These included Justice Pritam Pal, Justice Bharat Bhushan Parsoon and Justice Raj Rahul Garg.
The spokesman said that a meeting was held under the chairmanship of RK Khullar, Principal Secretary to Chief Minister on August 14 with All Haryana Sector Enhancement Sangharash Samiti and the Haryana State HUDA Sectors Confederation in which most of their demands had been accepted. It was agreed that if the enhancement awarded to the farmer or land owner in lieu of acquisition of his land, is increased or decreased by the Court at a later stage, the redetermination of additional price would be done accordingly and the difference would be demanded or refunded as the case may be. The burden of un-acquired land would not be offloaded on sector allottees.
It was also agreed upon that no enhancement policy would be framed by HSVP on similar pattern as adopted by Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) in respect of new sectors to be floated in future. Similarly, some of the land has been released or not acquired in a particular sector and if some private colonizers has got license for development of his colony on this pocket, such private colonizers would also be burdened with proportionate additional price, the spokesman said.
He said that HSVP would bring out a policy about the land which is lying vacant or unutilized in any particular sector.
The enhancement of such unutilized pocket would be borne by the HSVP. But the enhancement of such unutilized pockets would be charged as per the determined uses of the pocket that is whether salable or common land. If the pocket is salable, its burden of enhancement would not be offloaded on the other plot holders, he said.
He added that all the principles of recalculation are being uploaddd on the HSVP website.
