Hry withdraws benefits to employees affected due to HC order on regularisation

In a major setback to the employees affected due to court order quashing regularisation policies of 2014, Haryana Government on Friday ordered to withheld allowances and benefits provided to them.

In an order issued from the Chief Secretary DS Dhesi’s office, the departments have been directed that benefits lTC (leave travel concession), HTC (hometown leave concession), child education allowance, child care leave, annual increment promotion, loans of employees, who were regularized under the policies quashed by the Punjab and Haryana High Court, be withheld till the further decision of the State Government.

The order has been issued to all heads of departments, commissioners of six divisions, deputy commissioners, registrar of universities and managing directors of boards and corporations.

The Punjab and Haryana High Court had on May 31 set aside the “employee regularisation policy” whereby the previous State Government had regularised the services of thousands of contractual employees. The previous Congress government led by Bhupinder Singh Hooda had issued four  notifications in 2014, three months before the Assembly polls, and regularised contractual and ad-hoc employees.

The ruling has implications for around 4,654 government employees.

The High Court had however given six months to the State Government to make regular appointments against these posts and to enable the affected employees to find jobs.

Following the resentment among employees unions in view of the HC order, the State Government had constituted a three-member officers’ committee under Chief Secretary to analyze the order and recommend the future course of action.

Earlier, Chief Minister Manohar lal had also announced that his government would file an appeal in the Supreme Court against the HC verdict. He had blamed his Congress’ predecessor Bhupinder Singh Hooda for framing such policies which had been quashed in the court.
