Hry to survey unauthorised colonies

Published on:

Haryana Government has decided to conduct a survey of all unauthorised colonies in the State with more than 50 per cent construction as on March 31, 2015 for regularisation or declaration as development deficient, requiring basic developmental works.

In a high level meeting presided over by Chief Minister Manohar lal, it has also been decided to make the basic necessities of water and power available in such colonies as the existential right of the citizens.

An  official spokesman on Sunday said that the Chief Minister has directed to conduct survey expeditiously to identify all unauthorised colonies.

The availability of at least 10-foot arterial road is considered necessary for consideration for regularisation/declaration of a colony as development deficient, requiring basic developmental works.

Recognising the basic necessity of making water and electricity available as existential right of the citizens because of humanitarian considerations, the Chief Minster has directed that electricity and water connections should be provided to all households in the state, irrespective of the fact whether the household is located in an authorised or unauthorized colony, said the spokesperson.

He said that the Chief Minister feels that since water and power constitute the basic necessities for a decent living, the state cannot be a mute spectator to the denial of this facility to the residents.

The Chief Minister has also directed that in order to ensure that no unreasonable rights on power and water connection accrue to any such household living in an encroached piece of  land/ unauthorized colony, temporary connections be given in such areas.

Manohar lal also accepted the suggestions made by the Power Department that bills to such households be issued in different colour and that an affidavit/indemnity- bond foregoing any claim regarding the ownership of such connection, be obtained from them.

The Chief Minister has said that the provision of temporary connections will enable the power utilities to convert all such connections (currently operationalised in urban/semi-urban areas by such people who are denied authorised electric connections) into authorised connections, thereby reducing the AT&C losses. All such connections be metered and laced with appropriate anti-theft measures like provision of ABCs, etc, said the spokesperson.

On the issue of providing temporary electric and water connections in the restricted zone around the ammunition depot of Gurgaon, it has been decided to obtain suitable clearance from the High Court, added the spokesman.
