Hry to be first to accept payments by PoS

Published on:

Haryana is poised to become the first State where people would be able to pay various fees and other charges to the Government under different heads in a single transaction through Point of Sale (PoS) devices.

The facility would initially be implemented in the state Transport Department on pilot basis this month onwards.  Apart from this, the Transport Department has signed a Memorandum of Understanding with the Department of Post for delivery of documents issued by it to the people from May 1 onwards.

This was disclosed in a brainstorming session that the Chief Minister Manohar lal had held with his Good Governance Associates and Administrative Secretaries here.

Apart from seeking their suggestions, the Chief Minister also took a number of decisions to further improve the delivery of e-Services in Atal Seva Kendras and implement new schemes in the state.

During the session, it was informed that people presently have to swipe their cards several times to make payment for fees and other charges under different heads. The implementation of the single swipe system would shorten this process, as once the payment is made in lump sum, the appropriate amounts would be directly deposited into the relevant accounts. This would also put a check on corruption and make the process transparent.

The Chief Minister directed the officers of State Bank of India, which is providing PoS devices and digital payment services to the Haryana Government under an agreement, to ensure that proper receipts are generated so that customers may easily maintain their records.

Manohar lal also directed that the customer satisfaction feedback regarding the reforms that have been introduced, collected by the Departments through rapid assessment system be forwarded to his office.

The Chief Minister also asked the officers to conduct assessment study of weighing systems already implemented in Gujarat, and the systems being operated by the NHAI. With a view to tackle the issue of overloading of vehicles, proposal to purchase static weighing systems has been sent for approval.

He was informed that while only 24 per cent police complaints were being reflected online till February, 2017, as a result of the concerted efforts made in this regard, the rate of online complaints has improved to 40 per cent in the last two months. Free registration counters have been set up in 270 police stations.

Following this, the Chief Minister directed the officers of the Police Department to undertake modernisation of police stations on war footing, and turn them into ‘Swagat Kendras’ with all amenities to facilitate the people.

He directed to reduce the fee charged for provision of services under HarSamay. He also asked to prepare online database of all citizens in the State within six months so that all details of every person are available in one place and there is no need for physical verification for issuing certificates, and to take strict action against those who issue wrong certificates.

Manohar lal also directed that Police Control Room (PCR) vehicles be marked clearly so that they may stand apart from other vehicles.

During the session,  it was informed that 1,34,776 grievances have been received on CM window between January 2016 and March 2017, of which 1,09,127 have been disposed, with disposal rate of 81 per cent. The percentage of grievances disposed in less than 30 days has increased from eight per cent to 21 per cent, and majority of complaints being disposed of in less than 60 days, reflected in present figure of 65 per cent as compared to 36 per cent earlier. The percentage of complaints disposed of in more than 90 days has improved from 41 per cent to 11 per cent.

Manohar lal directed that in case complaints are received regarding offences such as encroachment wherein a particular person may be targeted due to any reason, the Department concerned should examine similar reported or unreported offences and take equal action against all defaulters.

“The law is the same for all. No defaulter would be spared,” he added.

With a view to improve delivery of online services through Atal Seva Kendras, Manohar lal asked the Departments to carry out back-end integration of services, and ensure that there was no delay in issuing necessary documents to the applicants.

With a view to ensure ease of doing business to all potential entrepreneurs and investors wishing to invest in the State, he asked the Departments concerned to further streamline application process and widely publicise the systems and their components.

Highlighting the need for coordination between private and Government schools to improve quality of education in the state, Manohar lal said that in order to prevent wastage of resources and provide quality education, Haryana Government has decided that educational institutes would be established only as per requirement as reflected in the mapping process, and not as per demand.

The Good Governance Associates presented the status reports of pilot projects being undertaken by them in all districts, of which five would soon be rolled out throughout the State. These include sports inventory tracking system, Haqdarshak, Harpath, Hamaari laadli and help desk projects.

They also informed that the recruitment process for the next batch of Associates was underway, for which 1,993 applications have been received.
