Haryana Government has notified the online transfer policy-2018 for assistant or associate professors working in Government colleges in the state to regulate their transfers.
Under the policy, female assistant or associate professors would preferably be posted in Government colleges for girls. Unless protected under the provisions of this policy, every assistant or associate professor completing five years of continuous stay in a particular college would be transferred.
“The assistant or associate professors, members of state cadre, are liable to be transferred anywhere in the state, at any point of time,” said a spokesman of Higher Education Department.
The decision on allotment to a vacancy would be based on total composite score of points earned by an assistant or associate professor, out of 78 points related to age, women headed households, widows, unmarried females and disability, as per the policy.
Persons with 100 per cent disabilities would be given their choice of posting and condition of five years’ stay would not be applicable to them.
All assistant or associate professors would give option of minimum ten government colleges in order of preference, five out of these rural, and five urban, the spokesman said.
They would be entitled to change the option of colleges after every five years or as decided by government from time to time. Unmarried female assistant or associate professors would be given a chance to change options, within two months of their marriage, subject to the fulfillment of other conditions, he said.
As per the policy, the eligible assistant associate professors would submit their choice of government colleges. Alternate choices would be made in respect of zone 1 colleges (rural and difficult to be notified) and for zone 2 colleges. While giving these options, it would be ensured that their subject is being taught in the colleges they have opted for.
However, assistant or associate professors in anthropology, biotech, electronics, public administration, fine arts, geology, microbiology, philosophy and tourism would not be covered under this policy.
Regarding the time schedule for transfers, the spokesman said, general transfers would be made only once in a year, as per time schedule notified by the government for a given year.
However, transfers could be made by the government at any time during the year in cases of administrative exigency, transfer of spouses of employees of departments or organizations of Haryana Government and the Central Government, and on compassionate grounds. The reasons for transfers under these grounds would be recorded on file.
Regarding the time-table for various activities for every year, he said that qualifying date for actual vacancies (sanctioned posts) and deemed vacancies, calculation of weightage and count of stay would be done every year.
Every year, actual vacancies and deemed vacancies would be recorded tentatively from April 1 to April 30, eligible assistant or associate professors would submit their choice of government colleges online, tentatively from May 1 to May 15, and transfer orders would be issued tentatively from June 1 to June 30, or as per approval of the state government, he added.
