The Manohar lal Khattar Government in Haryana has constituted a three-member committee under Chief Secretary DS Dhesi to analyze the recent verdict of the Punjab and Haryana High Court quashing regularization of the employees by the previous Congress Government and submit a report to protect the interests of the affected employees.

Minister of State for Social Justice and Empowerment, Krishan Kumar Bedi  on Monday said that the Chief Minister Manohar lal has constituted a three-member officers’ committee under Chief Secretary which will submit its report soon.

Other members of the committee would be Principal Secretary, Finance and legal Remembrancer (lR).

Bedi said that the regular recruitment process could not be completed in six months and administrative efficiency would be seriously compromised if en-masse removal of contractual employees is resorted. The committee will review the judgment and submit its report to the Government, he added.

Bedi said that after analyzing the report, the State Government will decide to future course of action and if required, will file an appeal in the Supreme Court against the verdict of HC.Earlier, the Chief Minister had announced that his government would file an appeal in the Supreme Court against the HC verdict.

The Punjab and Haryana High Court had on May 31 set aside the “employee regularisation policy” whereby the previous State Government had regularised the services of thousands of contractual employees. The previous Congress government led by Bhupinder Singh Hooda had issued three notifications in 2014, three months before the Assembly polls, and regularised contractual and ad-hoc employees.

The High Court had however given six months to the State Government to make regular appointments against these posts and to enable the affected employees to find jobs.

After the HC order on regularization policy, the Chief Minister Manohar lal had blamed his Congress’ predecessor Bhupinder Singh Hooda for framing such policies which had been quashed in the court.

On the other hand, the Congress senior leader Bhupinder Singh Hooda had criticized the BJP led Haryana Government for not defending the policies in the Court.

Recently, leader of opposition in Haryana Assembly and Indian National lok Dal’s senior leader Abhay Singh Chautala had urged the Chief Minister to convene a special session of State Assembly, if required, to bring in a bill for regularization of government employees and resolve their issues.

The employees’ unions in Haryana had said that 4654 government employees in various departments will be affected by the order of HC.
