Himachal Pradesh is moving towards e-Governance in all its Assembly constituencies. Having created a paperless e-Vidhansabha, the State Government has now started creating paperless administrative infrastructure at sub-divisional level.
Under e-Vidhan project, the State Government has recently initiated installing paperless administration at Sub-Divisional level from Palampur, the constituency of Vidhan Sabha Speaker Brij Bihari lal Butail.
Officials said the government plans to install paperless administration in 40 constituencies before the end of tenure of the present Congress Government.
Talking about the e-Vidhan, Himachal Pradesh Vidhan Sabha Speaker Butail said, "e-Vidhan is the furtherance of the State Governments efforts to create an advance and transparent structure of governance in the state. He said that the project has been started
from Palampur and another constituencies would be brought under e-Vidhan shortly."
"The purpose of this endeavour is to provide speedy administrative services to the residents and bring more transparency
in the administrative
works. Once the e-Vidhan structure is installed completely, residents will be able to have universal access to the information about the developmental works in their areas." said Butail. People would be able to register their grievances directly to the concerned department or the minister, he added.
With installing the e-Vidhan structure at Palampur, the state has started training nodal officers for taking this initiative to other constituencies.
Butail said that the Sub-Divisional Magistrates have been appointed nodal officers for creating e-Vidhans.
Talking about the cost incurred on the project, the Speaker said that Central government had sanction Rs 8.12 crore to the State for creating e-Vidhan Sabha in 2013 and the state had converted its Vidhan Sabha into a paperless Vidhan Sabha in a record time of 8 months.
He said that there were funds available with the government out of the central funding and the rest of the resources would be provided by the State Government to complete paperless administrative structure in the
entire state.
Divulging technical details of the project, Gokul Butail, IT Advisor said, "Under the e-Vidhan project, free wi-fi facility is being provided to the residents of the constituency. For
providing Wi-Fi to people, Wi-Fi setup has been installed at three places in the
constituency and Reliance Jio has been providing this service free for this year."
