The Police and criminals nexus had come to the fore in Haryana in a case brought before the Haryana Human Rights Commission (HHRC). An inquiry report recently submitted to HHRC on a complaint filed by Haryana’s Panipat resident had reveled police-criminal nexus in Panipat jail. Following shocking revelations in the inquiry report about how the Police is implicating innocent people and helping convicts, the HHRC has ordered Haryana Director General of Police, Director General of Prisons and Director General, Health Services to conduct an expeditious enquiry into the matter, take action against delinquent officers and submit a report within eight weeks.
A complainant namely Partap Singh had leveled allegations against police officials and jail official of sub Jail in Panipat for helping Sub-Inspector named Partap Singh, a resident of Sonipat, lodged in the Panipat jail, following which Superintendent of Prisons, Jind conducted a detailed enquiry into the matter.
The enquiry corroborated the complainant’s allegations and revealed that some officials in connivance with each other helped SI Partap Singh by not keeping him in jail or hospital during the period of custody and he was kept outside. The inquiry showed dereliction of duty, negligence, indiscipline and irresponsible behavior on the part of 18 officials including head constables, constables, medical officer, assistant jail superintendent, DSO and many others.
“The inquiry against the delinquent officers should be conducted by Police, Jails and Health Department. And, the inquiry and statement recorded by the aforesaid three authorities alongwith action taken against the delinquent officers should be submitted before the Commission within eight weeks,” stated the HHRC in its recent orders.
