HC closes doors for guest teachers

Pulling the curtains down for guest teachers in Haryana, Punjab and Haryana High Court has made it clear that guest teachers can not be allowed to continue in their jobs even as an ameliorative measure. The orders came on a petition filed by some English teachers, who were seeking continuity in their service till regular appointments are made.

Declaring the petitioners to be backdoor entries, Justice Amit Rawal has said in his order that plea of the petitioners that they should be allowed to continue as an ameliorative measure till the vacant posts of English Teachers were filled up was not tenable.

Commenting on the affidavit filed by the State, the HC said that the State had not made efforts to fill up the posts without assigning reasons. As many as 5,815 posts of TGT English were created after 2012 Rules and only requisition of 1,035 posts had been sent on July 20. Directing the State Government to take immediate steps to fill up the remaining vacant posts of the Trained Graduate Teachers in interest of the students, High Court said “The petitioners cannot be permitted to work even for a second as an ameliorative measure to teach the subject of English to the students studying in Classes IX and X, whereas, actually the role is that of the PGT”.

“The State is directed to take immediate steps to fill up the remaining vacant posts of the TGT English, 178 TGT Punjabi, 43 TGT Urdu and 436 DPE subjects, so that the students are not deprived of their right to education by trained graduate and duly selected teachers,” says the order.
