Haryana's 'cashless diktat' raises eyebrows

Published on:

The Manohar lal Khattar Government in Haryana, which is in overdrive to promote cashless transactions, is now forcing its employees to ensure atleast one transaction within a week through cashless mode of payments.

In a draconian anti-employees orders, the BJP led Haryana Government has asked its employees to download apps in their mobile phones and do atleast one cashless transaction within seven days.

Not only this, all the deputy directors, joint directors and additional directors at the headquarters of government have been asked to collect the certificates from their respective staff that they have made atleast one transaction through their mobile phone within a week and the same should be forwarded to the nodal officers appointed for this.

The order, which has been widely criticized by the state employees and various employees unions in Haryana, also directed the nodal officers to monitor and submit consolidated progress report of head office and field offices of the government.

“The State Government is giving thrust to promote the usage of less-cash/digital economy and encourage the people as well as government officers/officials to use various bank apps, like SBI buddy, USSD and Unified Payment Interface (UPI). Following this, all the officers, incharges in departments will personally download the app in their mobile phones and do atleast one transaction within seven days,” the orders stated.

Criticizing the State Government for issuing such anti-employee orders, Haryana Sarv Karmchari Sangh’s  general secretary, SK lamba while talking to The Pioneer said, “All employees are against such orders and have decided to protest against the State Government for such unlawful  directions and forcing its employees to opt for cashless payments.”

The State Government does not provide mobile phones to us and does not pay our mobile bills. Besides, no training has been provided to us to download such apps and utilize it for payments, alleged lamba.

Though the government orders stated that all the senior officers, including those posted in the field offices, will enroll, train and help to download the app in the mobile phones to staff in the office, no such training has been given to the employees so far.

The orders also said that training camps can be arranged for the officers/officials through banks and other specialized persons to acquaint them with the usage of various apps. All senior officers have also been asked to encourage their staff to use this technology by getting them trained in camps being organized by the district administrations and banks from time to time.

lamba added the employee unions have already announced state-wide protest against the anti-employee policies of Haryana Government. We will also meet Chief Minister Manohar lal and demand withdrawal of such orders, he added.

Notably, in line with Prime Minister Narendra Modi’s vision to promote cashless payments, Haryana Government had announced to make Haryana, country’s first cashless state.
