The Haryana Government has urged the Central Government to immediately release compensation of about Rs 1850 crore for Central Sales Tax for the financial year 2012-13.

The State Finance Minister, Capt. Abhimanyu on Tuesday raised the demand at the meeting of Empowered Committee of State Finance Ministers held at Kolkata.

He also thanked Union Finance Minister, Arun Jaitley and officers of the Ministry for releasing compensation of about Rs2,400 crore for Central Sales Tax for the financial year 2011-12.

During the meeting, Capt. Abhimanyu said that Haryana Government is fully prepared for implementation of Goods and Services Tax (GST) and hoped that the GST Bill would be passed in the Rajya Sabha as a uniform tax system was in the interest of the country.

He said that most Finance Ministers present in the meeting were also in favour of implementation of GST.

As the GST is likely to be rolled-out nationwide during this fiscal year, Haryana Government had decided to rope in a consultant to assist the state Excise and Taxation Department in making the transition to GST regime through effective planning and monitoring.

As per the information, the consultant hired is supporting the Department in making this transition through effective planning and monitoring as per defined plan, providing inputs in drafting policy and enabling provisions in the Act / Rules, training and skill upgradation of the personnel of the Department, suggestions on focus areas including sunrise sectors of the economy, impact assessment and general perspective for reform and reorientation of the Department in the new GST regime.

last year, the State Government had also asked traders to furnish correct Permanent Account Number (PAN) details for the allotment of Goods and Services Tax Identification Number (GSTIN). The move came as a part of State Government's preparation for implementing GST.

Under the GST regime, the dealers and traders will be allotted GSTIN by replacing their existing VAT based Tax Identification Number (TIN) for smooth implementation of new indirect tax regime.  The new GSTIN will be a PAN-based number.

The Department had directed the dealers whose PAN numbers were found to be invalid because of various reasons to submit correct details of PAN numbers and this exercise was part of state's preparations for theGST roll-out. Haryana has about 2.20 lakh dealers.

Notably, a delegation of High Powered Committee of State Finance Ministers constituted by the Central Government, had in September last visited Australia to study and conduct discussion about the GST system.

Haryana Finance Minister Capt. Abhimanyu, who was also the part of this delegation had said that the  of GST regime would not only strengthen the economic structure of the country, but would also prove to be a significant measure towards changing tax laws of the country.
