Haryana Government has decided to set up a Centralised State Emergency Response Centre (CSERC) at Police Headquarters, Panchkula to swiftly deal with all type of emergency
complaints.
This service would be launched by Chief Minister, Manohar lal, on the birth anniversary of Pandit Deen Dayal Upadhyaya on September 25. A decision in this regard was convened under the chairmanship of the Chief Minister on Wednesday here.
The CSERC would provide for a centralised telephone number for all types of emergency complaints concerning police, fire, health and road accidents. The people could request this service by dialling 100 or 112 through mobile or landline.
Calls from the entire State would land in the Centralised Control Room, which would be manned by about 35 to 40 call- takers. The work for the setting up of CSERC and District Emergency Response Centres (DERCs) has already been started by Haryana Police Housing Corporation and would be completed by July, 2017.
A training programme of 40 to 45 days would also be conducted for the officers in soft-skill and Dial 100 application. This system would later also be integrated with Facebook, Twitter and other social networking websites to increase its efficiency.
The CSERC would be directly linked with DERCs for dispatching calls to the nearest police vehicle. Callers dialling 100 or 112 would instantly get an SMS giving information about the vehicle assigned to the spot and also the name of the person in-charge.
On receiving the information, the DERC would dispatch the vehicle to the spot and would also monitor its movement. The Police Department has carried out comprehensive mapping of villages, towns, streets, highways and other important locations in the State and integrated these with the computerised system to help in locating the spot where the incident has occurred.
Under the system, all the police vehicles would be equipped with latest GPS devices having Mobile Data Terminals which would help capture the audio and images of the incident. This would help the Police in getting the accused convicted in courts.
During the meeting, the Chief Minister directed the officers to prepare unique software by integrating the best practices adopted in this regard so that the other states also replicate the model of Haryana Police.
He said that the Police is the face of the Government and the personnel should maintain friendly attitude with the people. The State Government is committed to providing a safe and secure atmosphere to the people, he added.
The Chief Minister also directed the officers to expedite the process for the purchase of CCTV cameras to be installed at the entry points of Haryana in Gurugram and National Highways number 1 and 8.
He also asked them to prepare a proposal for the installation of CCTV cameras in other key locations of the State to keep a check on the movement of criminals and other anti-social elements.
As many as one lakh CCTV cameras would be installed at various locations in the State this year, said Manohar lal. He also directed the officers to popularise ‘HarSamay’ portal of Haryana Police so that maximum people could avail this service.
