All the Government employees in Haryana would have to furnish details of their caste. The Haryana Government on Wednesday asked each employee to submit a self-attested declaration to the Head of the Department in this regard.
In a communiqué sent by Chief Secretary’s office to all HoDs, Deputy Commissioners, Registrar General Punjab and Haryana High Court, chairmen and MDs of Boards/Corporations/PSUs, commissioners of four divisions, the Government has directed them to ensure that the caste data of all employees under their control is entered in the HRMS (Human Resource Management System) by October 10.
“The State Government has issued the orders to comply with directions of Punjab and Haryana High Court,” said an official spokesman.
The Punjab and Haryana High Court had on September 1 upheld the Haryana Backward Classes (Reservation in Services and Admissions in Educational Institutions) Act passed by the State Assembly however, it referred the matter to the Haryana Backward Classes Commission for compiling quantifiable data and determine the extent of reservation, extending the stay on the Act’s implementation till March 31, 2018.
The spokesman said that the Haryana Backward Classes Commission has now sought information from the State Government with regard to caste data of all class I/II/III/IV employees under the State.
“It has been decided that in order to comply with the directions of HC, all departments/Boards/corporations shall provide information of caste data of all the employees under their control. Each employee will submit a self-declaration to the HOD in this regard,” he added.
The violent Jat quota stir in February 2016 in the State that had killed 31 people, left more than 300 injured and destroyed property worth hundreds of crores of rupees.
After this, the Manohar lal Khattar Government buckled under pressure by giving 10 per cent reservation to Jats and five other communities.
However, the HC had in May 2016 stayed the Haryana Government’s decision to grant reservation to Jats and five other communities in jobs and educational institutions under the newly created backward class ‘C’ category.
