The Manohar Lal Khattar Government in Haryana has scrapped the ‘no detention policy’ and introduced Board examination in classes V and VIII from this academic year. The State Government on Tuesday issued a notification to amend the Haryana Right of Children to Free and Compulsory Education Rules, 2011 to scrap the ‘no detention policy’ and introduce the Board examination in two classes.Under the new rules called the Haryana Right of Children to Free and Compulsory Education (Amendment) Rules, 2022, the state will now hold a regular examination at the end of classes V and VIII and the students who fail even in re-examination, will be held back in the same class. The no-detention policy under the RTE 2009, had banned the practice of making under-performing children repeat classes in elementary school from classes I to VIII, in a bid to ensure that the students do not drop out. Now, the amendment in RTE allows the Haryana Government to conduct regular examinations in classes V and VIII or to authorize any other agency having expertise in conducting such examinations, at the end of every academic year, in government and in recognized private schools in the state.“If a child fails in the regular examination, of V (fifth) class or in the VIII (eighth) class, as the case may be, he shall be given additional instructions and granted opportunity for re-examination within a period of two months from date of declaration of the result. If he fails in the regular examination of fifth class or in the eighth class, as the case may be even after additional instructions and opportunity for re-examination, he shall be held back in the said class,” the amended rules stated.

“The certificate of completion of V and VIII class shall be issued by the Academic Authority or the agency authorized for conducting such examination within one month of completion of regular examination of these classes, as the case may be,” it further stated.Notably, the Central Government had in 2019 repealed the no-detention policy for classes V and VIII following the passage of amendment in the Right to Education Act in Parliament.

“The certificate of completion of V and VIII class shall be issued by the Academic Authority or the agency authorized for conducting such examination within one month of completion of regular examination of these classes, as the case may be,” it further stated.
