Haryana Police has constituted a special investigation team to probe the case of alleged gangrape of a 21-year-old Dalit woman in Rohtak.
Additional Director General of Police (ADGP) law and Order Muhammad Akil, who visited Rohtak on Wednesday to meet the victim, said that a special investigation team has been constituted in the case.
The case is complex and investigation is going on. If required, DNA test of the victim and accused would be conducted, said Akil.
He added that out of five accused named in the FIR, three accused have been nabbed while one would be nabbed soon. The police is yet to ascertain the identity and address of the fifth accused, said he.
The victim, a college student, was allegedly raped by five persons in Rohtak district on July 13. This is said to be a repeat offence on the woman with two of the accused also involved in the first case of gangrape three years ago in Bhiwani.
In the latest incident, two of the accused in the Bhiwani case, who are out on bail, allegedly raped her again, along with three other men.
NHRC issue notice to Haryana Government
Taking suo motu cognisance, National Human Rights Commission (NHRC) has issued a notice to the Haryana Government, seeking a report over the rape a girl in Rohtak last week by five men, who had sexually assaulted her three years ago too.
The Commission has observed that the contents of media reports on the matter, if true, paint a worrisome picture and reflects poorly on the law-and-order situation in Haryana.
“It also points to the failure of law enforcement machinery to provide adequate security to people in general and women in particular,” NHRC said in a statement.
The NHRC accordingly has issued notices to the Chief Secretary and Director General of Police of Haryana calling for a factual report in the incident within four weeks, it said.
Women, girls feel unsafe, insecure in Haryana: Congress
Haryana Congress on Wednesday slammed the Manohar lal Khattar-led BJP Government for the deteriorating law-and-order situation in the State, especially the crimes against women, and demanded that immediate steps should be taken to nab and bring to book two of the five culprits involved in the Dalit rape case who are still at large.
Even as a Dalit girl, raped again by same bunch of boys within a span of three years, struggles to fight the trauma, insensitivity of police and the administration in Rohtak, another girl, chased by boys for days, is driven to commit suicide in Sonepat, alleged Kiran Choudhry, leader of the Haryana Congress legislature Party (ClP).
She added that countless number of such incidents, happening every other day, have made women and girls feel unsafe and insecure in Haryana.
Quoting from the crime data, she said that as many as 313 rape cases out of the total 467 cases of crimes against women were registered in the state from January to April, 2016. In all, 2,715 cases of various crimes against women were registered across the State between October 26, 2014 and February, 2015, which comes to about 67 cases per day during first four months tenure of BJP-led Haryana Government, she added.
