Haryana Finance Minister Capt. Abhimanyu on Thursday said that the state has moved up in ‘ease of doing business’ index from 15th to third rank, after the implementation of new Enterprises Promotion Policy-2015.

As a result of the easing of norms under this policy, a company has proposed to establish a Research and Development unit over an area of 500 acres in the state,” said the Finance Minister.

He said that this company had earlier exported footwear worth Rs 1,800 crore to countries such as China following special concession on tax on shoes with maximum retail price of Rs 500 offered by the State Government.

Speaking at the Regional MSME Conclave at CII, the Minister said that Micro, Small and Medium Enterprises (MSMEs) were the first step for budding entrepreneurs, who could emerge as successful industrialists and contribute to the development of the state and the country with the assistance of the government.

MSMEs are renowned in small towns as brands, however, these entrepreneurs lag behind as they are unable to export their products. Therefore, they must be provided with global opportunities, he said.

He said that the new Enterprises Promotion Policy-2015 had been formulated keeping in view the needs of such entrepreneurs.

Under this policy, Deputy Commissioners concerned have been authorised to clear change of land use cases of projects with investment up to Rs 10 crore and up to one acre in conforming zones. Apart from this, plug-and-play facilities are being provided to facilitate MSMEs, he added.

At the conclave, while lauding the Haryana Government for its new Enterprises Promotion Policy-2015, Union Minister of State for Micro, Small and Medium Enterprises, Haribhai Parthbhai Chaudhary, said that technology centres of MSMEs were being established in each state.

A scheme to the tune of Rs 2,200 crore is being prepared to open 37 such centres. As a result of the new policies of the Central Government, Foreign Direct Investment (FDI) had increased by 42 per cent, and work was underway to increase the GDP of MSME sector to 20 per cent, said he.

Apart from this, Prime Minister, Narendra Modi, had announced awards for MSME sector in five new categories, which would be given away by him at a function in ludhiana, on October 18, added the Union Minister.
