Haryana Government on Tuesday issued directions under the Energy Conservation Act 2001 for efficient use of energy and its conservation in the State.

An official spokesman said that a proposal to this effect has been approved by Chief Minister Manohar lal.

He said that the use of incandescent lamps and purchase of new sodium vapour lamps and lights, having efficiency less than sodium vapour lamps, by Government sector or Government aided sector or boards and corporations or autonomous bodies of the State is banned.

He said that the use of light Emitting Diode (lED) lamps, tube lights and energy efficient lighting (more efficient than lED) would be mandatory for all new Central or State Government offices and Public Sector Undertaking Institutions or establishments located in the State and also the electricity consumers in industrial, commercial and institutional sectors having connected load of 30 killo watt or above.

In sectors of Haryana Urban Development Authority (HUDA), municipal areas and areas developed by Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) or Industries Department, the installation of Automatic Switching System either solar based or timer based, from dusk to dawn operation, on existing as well as new street lighting rows, where common switch for more than 25 lights is required to be installed, would be mandatory. Apart from this, the Power Utilities would affect necessary modifications in the load demand notices within two months time to promote the use of

lED lamps, tube lights and energy efficient lighting, more efficient than lED, system while releasing or sanctioning new connections or loads, said the spokesman.

He said that the consumers of existing buildings like Government offices and public sector undertaking institutions located in the state would replace all the defective conventional bulbs, conventional tube lights, CFls and T-5 tube light only by lED lamps, tube lights and or energy efficient lighting system. Similarly, the electricity consumers in industrial, commercial and institutional sectors having connected load of 30 kw or above would have to replace all conventional bulbs, conventional tube lights, CFls and T-5 tube lights in their establishments with lED lamps, tube lights and or energy efficient lighting system within one year of the date of notification, at their own cost.

He said that the inspecting officer appointed by the State Designated Agency under Energy Conservation Act 2001, may therefore exercise power vested under the Act for the purpose of compliance of these directions.

In case of non-compliance of these directions or on recommendation of inspecting officer, the power utilities would have the power to disconnect the electricity connections after serving due notice after the expiry of deadlines. The executive engineer (distribution) of the power utilities would be the enforcing authority of these directions and they would send quarterly progress reports in this regard to the Renewable Energy Department, Haryana, added the spokesman.
