With a view to improve standard of education in Government schools and let the teachers concentrate more on teaching, Haryana Government on Friday decided the statistics would be collected through department’s management information system and not through the teachers.
The decision would be effective from August 15. The Steering Committee of Haryana Education Department which met on Friday under the chairmanship of Principal Secretary, School Education, TC Gupta took the decision.
A spokesman of the Education department said it had been decided to launch a quality improvement programme from the month of August for which a number of steps have been taken.
He said emphasis was laid on adhering to the schedule of filling up Annual Performance Appraisal Reports (APARs) of teachers. Those officers who would not send APARs of their subordinates on time, would invite action against themselves.
It has also been decided that those schools which have not uploaded the record of monthly examination or tempered with the conduct of examination or evaluation, they would also invite stern action against themselves.
With a view to improve the standard of monthly examination, it is decided that Haryana School Education Board, Bhiwani would conduct monthly examinations from class III to VIII from the month of September. The Board of School Education would prepare question papers and also conduct evaluation, said the spokesperson.
Notably, the state had witnessed worst ever HBSE results for class X and XII this year registering pass percentage of only 41.28 percent and 53.96 percent respectively.
Not only this, as per the Annual Status of Education Report (ASER 2014) released earlier this year, only 36.5 percent students enrolled in Standard (Std) III in government schools could read at least a Std I level text. Similarly, 53.9 percent children enrolled in Std V in government schools could read a Std II level text
Shockingly, only 48.7 percent in Std V could read English words while 50 percent in Std V could not read English sentences. In case of children in Std III who can do atleast subtraction, there were only 24 percent in government schools in 2014.
The report had also revealed that Haryana is among the top five states in the country for having high enrolment rates in the private schools at the elementary stage and people prefer the private schools over the Government schools.
