To ensure transparency and easier access to tender opportunities, Haryana Government has directed all offices of the State Government to stop manual tendering and switch to e-procurement on urgent basis. A written communication in this regard was issued by Haryana Electronics and Information Technology Department to all the Administrative Secretaries, Heads of Departments, Divisional Commissioners, Managing Directors, Chief Administrators, Chief Executive Officer of all the Boards and Corporations, Deputy Commissioners, Registrars of all universities in the State and State Informatics Officer.
The authorities concerned have been directed to adopt either Haryana Single e-Procurement Portal or National Informatics Centre (NIC) Procurement Portal, based on departmental needs. Also, they have been directed to share time-bound plan and status for adoption of e-procurement in their offices within 15 days.
A spokesman of the Haryana Electronics and Information Technology Department said that e-tendering is currently adopted in some form or other in few departments of the State Government. However, there has not been uniformity in approach. Many departments are still doing manual tendering and some departments have made their own arrangement for engagement of vendor for e-tendering.
This is leading to siloed approach resulting in difficulties in getting integrated MIS and inconvenience to bidders and Government, said he. “Integrated e-procurement portal will help Government in optimisation of procurement process. This has been thrust of Central Government also and a Mission Mode Project is formulated for this purpose,” added the spokesperson.
He said that among the two systems of e-procurement, Haryana Single e-Procurement Portal is an initiative of the State Government to deploy single e-procurement portal for State as a whole for procurement of goods and stores, works and services for all the department, boards, corporations and federations of the State.
Also, the State Government has appointed Supplies and Disposal, as Nodal Office for implementation of portal assisted by Electronics and IT Department. They will anchor all on-boarding activities including training needs of department. End-to-end receipts and disbursement of funds in electronic mode is also planned as part of this project and Finance Department has already approved the same.
Similarly, National Informatics Centre, Department of Electronics and Information Technology, Union Ministry of Communication and Information Technology has developed its own e-procurement software solution, GePNIC to cater to the procurement requirements of the Government Departments and organisations.
