Haryana CM alerts officialdom

As the first BJP Government in Haryana faces problems of unfulfilled announcements during its first two years, Chief Minister Manohar lal Khattar has now swung into action thus putting pressure on the officialdom to ensure accountability and show results.

Following the State Government’s failure to implement more than 70 percent of the total 3,500 announcements made so far by him related to new projects and schemes, the Chief Minister has now made it clear that the thrust would be on implementation of these announcements during this year.

A day after re-organising administrative units and announcing new initiatives, Khattar on Tuesday chaired a series of meetings to review progress of various programmes launched by the Government and to chalk out a roadmap for the development of the state.

Getting into action mode with the beginning of 2017, the Chief Minister held a meeting with administrative secretaries followed by Cabinet meet and BJP legislative party meeting to take stock of the ongoing developmental works.

As transparency and good governance await proper implementation in Haryana, the Chief Minister has pulled up officers concerned for lack of pace in executing the projects and has also asked them to ensure that the projects are implemented within a fixed timeframe.

He has already ordered that atleast 50 percent of the announcements made till September 30, 2016 should be implemented by March 31 and not more than 5 percent to total announcements should be in pending category.

While chairing the meeting of administrative secretaries, the Chief Minister gave them 90 days time to implement maximum announcements and also, invited suggestions to ensure effective executive of various projects.

Unhappy over the delay in development works and poor implementation at district level, Manohar lal also asked the senior bureaucrats to conduct field visits once a month and interact with the field officers of their respective departments so as to enhance their efficiency.

The Opposition parties INlD and Congress have been criticizing the BJP led State Government for not delivering on poll promises and even, failing to implement CM announcements terming it impractical.

Rajesh Khullar, Principal Secretary to Chief Minister, while talking to the mediapersons said that the Chief Minister has decided to regularly review the progress of his announcements in next three months.

The Chief Minister has said that he will not visit constituencies in next three months and conduct meetings here to speed up the development works, said Khullar.

He said that during the meeting of administrative secretaries, some officials had expressed concerns over the problem of land acquisition, for which a new policy would soon be introduced.

Besides reviewing the progress of his announcements, the Chief Minister has also asked all the departments to give details of works that can be given to the unemployed post-graduate youth registered under ‘Saksham Haryana’. Under ‘Saksham’ scheme,  an honorarium of Rs9,000 is given to the post-graduate unemployed youth in lieu of 100 hours of work done by them.
