Haryana Budget session to be tumultuous

Published on:

The Budget session of Haryana Assembly, which will commence on Monday, is set to be a tumultuous affair, with the Opposition parties Congress and Indian National lok Dal (INlD), likely to confront the Manohar lal Khattar Government on issues including the Jat quota agitation and SYl canal.

The session is scheduled to start with the address by Governor Kaptan Singh Solanki on Monday, however, Haryana Congress has submitted a memorandum to Solanki requesting him not to read his address in the State Assembly.

The Congress in a memorandum submitted to the Governor on Sunday has demanded dismissal of the BJP Government for its failure to check the large-scale violence and arson in the State which claimed 30 lives and caused massive damage to property during Jat quota stir.

The Congress also demanded constitution of a judicial commission of inquiry to probe into the violence during Jat stir and imposition of President’s rule in the State.

A day before, the Congress had boycotted the all-party meeting convened by Haryana’s BJP Government on Jat reservation and Satluj Yamuna link (SYl) canal issues.

Meanwhile, State Chief Secretary DS Dhesi on Sunday held a meeting with representatives of Khaps and Jat Aarakshan Sangharsh Samitis seeking suggestions for the draft bill to give reservation to Jats in Government jobs and educational institutions.

The State Government had last month formed a committee comprising Chief Secretary, Principal Secretary, Welfare of Scheduled Castes and Backward Classes T C Gupta, Principal Secretary (Industries) Devender Singh and a representative from the office of the Haryana Advocate General to prepare draft bill for Jat reservation.

As Chief Minister Manohar lal Khattar has maintained that there will be no tinkering with the 27 per cent reservation already given to the OBCs, all eyes will be on the bill that would be introduced in the assembly to give reservations to Jat community.

The opposition has already made it clear to raise issue of Jat reservation and SYl canal in the state assembly.

The session is likely to be fortnight long and the budget is slated to be presented on March 21.

The session, which will kick off with Governor’s address on March 14, will witness discussion on the  Address on March 15 and 16. The voting on the motion of thanks on the Governor’s Address will be held on March 18, according to a tentative programme drawn up by the Chief Secretary’s Office.

However, the Business Advisory Committee of the Haryana Vidhan Sabha will take the final call.

While March 17 is reserved for non-official business, the discussion on Budget estimates would be held on March 22 and March 25. Finance Minister Capt Abhimanyu’s reply and voting on the Budget estimates will be held on March 28.
