Aglobal skill park based on Singapore model would be set up at Manesar in Haryana’s Gurugram, to make the youth of the State skilled and efficient.

Union Minister of State for Skill Development and Entrepreneurship (Independent Charge), Rajiv Pratap Rudy announced this while chairing a meeting here on Monday to review various skill development schemes being implemented in Haryana. Chief Minister Manohar lal was also present at the meeting.

Rudy directed officers of the Central and State Governments to constitute a joint team which would visit Singapore for establishing the Global Skill Park in Haryana.

Sector Skill Centres would also be set up in Faridabad, Nuh, Hisar, Fatehabad and Bhiwani where training would be imparted to youth. To be made functional within five months, these centres would serve as models, and the Union Ministry would assist the State Government in making them come up, said he.

The Union Minister said such modern skill centres may be set up in all districts of the State and Haryana Government should send a proposal in this regard to the Union Ministry.

Responding to the offer, the Chief Minister said the State Government is ready to provide building and land to the Union Ministry for this purpose, and a proposal would be sent within one week.

Detailed discussions were held at the meeting regarding opening of driver training institutes. On this, Rudy said the Central Government would introduce a composite scheme regarding driver training institutes where drivers would be trained in plying heavy automobiles.

Such modern driver training institutes would be opened in every state. Haryana already has such institutes. A group should be constituted so that after completion of training, a candidate could get employment at national or international levels, said he.

The Union Minister said that the previous Governments had not paid any attention towards setting up Industrial Training Institutes (ITIs) due to which the youth were deprived of better skill development.

Now, reforms are being made to improve the functioning of ITIs. Short-term skill development programmes are being implemented as per National Skills Qualification Framework, for which a single curriculum has been adopted. The Central Government would soon introduce new rules in relation to ITIs, he added.

The Union Minister also approved skill development courses in the engineering and polytechnic colleges which have been lying closed in the State. He directed officers of the State Government to appoint a nodal officer for apprenticeship and stipend.

The Central Government has released Rs 84 crore for skill development in Haryana, and additional amount could be released as per requirement. State Governments have been linked with the National Skill Development Corporation for monitoring funds to ensure proper utilization, said he.

The Chief Minister said every year, four lakh youths in the State are prepared for employment. While two lakh get jobs on their own, the remaining requires assistance in finding jobs. For this, the Haryana Government has implemented the Saksham YUVA Yojana under which applications have been received from 15,999 post-graduates out of which 10,668 applications have been approved, said he.

Manohar lal said that Haryana would be the first State where all graduates and post-graduates would be provided 100 hours of work by December 31 this year Skill Development University being established at Palwal will be the first of its kind in the State. Besides, the State Government has launched 300 courses and set a target to provide skill development training to 1.33 lakh youths, he informed.

Responding to this, Rudy said the Saksham YUVA scheme should be linked with the Central Government so that maximum employment opportunities may be generated for the youth.
