Haryana Excise and Taxation Department has directed field officers to ensure that all dealers in the State are migrated and registered in the Goods and Services Tax (GST) regime.
“The Excise and Taxation Officers (ETOs) would do handholding. New registrations would be so tackled as to ensure smooth processing and officers would not start reviewing registration of the erstwhile service tax dealers”, said a spokesman of the Department.
The Permanent Account Numbers (PANs) of total 2,55,408 persons have been validated as registered under Haryana VAT on the date preceding the appointed day under the GST. Out of these, as many as 2,06,553 have already logged in, and completed the process of enrolment, said the spokesman.
He said that out of the successfully enrolled 2,06,553 persons, 1,63,039 have submitted an application electronically in the form of GST REG-26 duly signed or verified through the electronic verification code.
An officer is required to verify the application submitted by these persons in the form of GST REG-26 within 15 days.
In case any deficiency is found by the officer, a show-cause notice in the form of GST REG-27 can be issued within 15 days of submission of the application.
If the officer fails to verify these applications within 15 days from the date of furnishing information, registration would be deemed to have been granted, said he.
The spokesman said in case any tax evasion or non-compliance of the GST law is detected, follow-up action may be initiated immediately under the provisions of the GST law.
On an average, 780 applications in the form of REG-26 are required to be verified by each ETO.
As mentioned earlier, 2,06,553 persons have successfully enrolled themselves and 1,63,039 have submitted application.
The remaining 43,514 persons are yet to submit their applications duly signed and verified though the law provides three months to the successfully enrolled persons to submit their REG-26 duly signed and verified.
However, ETO may start contacting and facilitating such persons to furnish the information expeditiously, he added.
Out of the 43,514 previously registered persons who have valid PAN but have not so far enrolled themselves, 11,880 had a turn-over of more than Rs 20 lakh each in 2016-17.
A ward-wise list of these persons is being forwarded to each district.
The spokesman said that the process of verification must be completed in a week’s time and a report to this effect be sent in the prescribed format.
The target is to get these persons enroll themselves and submit information within the month of July so that the crowding of the system does not take place when the filing of returns under GST commences in September, he added.
