Haryana Chief Secretary DS Dhesi on Sunday said the seriousness of administrative officers and representatives of Panchayati Raj Institutions would be evaluated on the basis of their contribution in curbing burning of crop residue in the State.

He said it will be added to the ACRs of the sub divisional officers that the concerned officer has shown this much seriousness in curbing such incidents.

Apart from this, he directed to suspend Sarpanches of village Hizrawan Kalan and Hizrawan Khurd and Nambardar of village Kasimpur of district Fatehabad for not cooperating with the district administration in putting a check on crop residue burning incidents.

Dhesi, who was presiding over a meeting of administrative officers of districts Fatehabad, Sirsa and Jind, at Fatehabad, said that the period till November 25 is very crucial because this is the period when maximum cases of crop residue burning are reported.

In view of this, the Chief Secretary constituted two committees. A committee comprising of members of Revenue, Agriculture and District Development and Panchayat Departments would monitor the sensitive villages all the time whereas the committee of sub divisional officer and Tehsildar would visit different villages of the district from time to time.

The Chief Secretary was informed that geo tagging would soon be done of agricultural implements being given on subsidy at custom hiring centres or individually. This would help in assessing whether the implements have been actually used or not.

It was also directed to hold a meeting with scientists of Chaudhary Charan Singh Haryana Agricultural University to suggest new variety instead of PUSA 1401 variety of paddy, which causes more pollution on burning.

In the meeting, sarpanches, panches, nambardars, gram sachivs, patwaris, chaukidars and government employees were strictly cautioned that if they or their relatives are found burning crop residue then action would be initiated against them.

The Chief Secretary also directed the Deputy Commissioners of district Sirsa and Jind to adopt the decision taken by the Deputy Commissioner Fatehabad of not issuing arms licences or renew old licences of those persons who are found guilty of burning crop residue.
