In a revolutionary step to cut red-tapism, Punjab Government has decided to allocate Drawing and Disbursing Officers (DDO) powers only to the posts and not to the individuals as per previous system.
It has done away with the old practice of allocating DDO powers freshly for every financial year or freshly to every new officer transferred on a post and came out with a composite system of allocating DDO powers only to the posts not to the individuals.
In a major governance reforms step, it has been now decided that DDO powers would be vested with a sanctioned post and not with the individual on that post and there would not be any requirement of seeking DDO powers freshly from finance department every time when a new individual joins that post.
The decision came after it was felt by the Government that salaries of employees usually get delayed waiting for DDO powers immediately after commencement of new financial year causing hardships to the employees.
Earlier, by a separate decision, the issue was got resolved by allocating permanent DDO powers and now this decision has been taken for all Government departments.
