Haryana Government on Friday directed all departments that the chief vigilance officers (CVOs) should not be transferred for atleast a year.
Besides, all the old cases which were referred by the Vigilance Department to administrative departments recently should be handed over to CVOs of the respective department for further necessary action.
A communiqué in this regard was sent by Vigilance Department to all Administrative Secretaries, Heads of Departments, Commissioners of six divisions, Deputy Commissioners and Registrar of all the Universities in the state.
“The CVOs appointed in all departments of Haryana Government should not be transferred for atleast a year. However, if a CVO is transferred due to any reason, Vigilance Department should be informed immediately and new CVO be appointed immediately,” stated the letter.
The appointed CVOs in departments serve as a vital link between the concerned departments and the Vigilance Department to keep a check on corruption.
To facilitate better monitoring, the Vigilance Department has directed the Administrative Department (AD) to appoint one of the CVOs as a nodal CVO who will coordinate with all the CVOs of the Directorates, Boards, Federations under the AD and send the report to Vigilance and also put up a consolidated report to the Secretary concerned.
last month, a meeting of all CVOs of various departments was convened to discuss the pending vigilance cases in Haryana. It was observed during the meeting, that poor coordination within the Directorates, Boards, Federations under Administrative Department is also resulting in pendency.
As per the data released in March, the replies sought by Haryana Vigilance Department on more than 200 cases were pending with various government departments.
Comments on as many as 36 complaints were pending with Town and Country Planning/Urban Estates/HUDA followed by 31 with Development & Panchayat, 22 with Cooperation, 19 with Urban local Bodies, 10 with School Education, 9 cases each with Revenue, Higher Education, Transport, Home, Public Health, 6 cases with Agriculture Department among others.
Earlier, the State Government had also directed the heads of departments to give appropriate powers to strengthen the working of CVOs so that they can perform their duties effectively.
