To improve the quality of education in the State, Haryana Government has formulated an implementation plan for Corporate Social Responsibility (CSR) Policy.
The State Government has constituted a State-level Corporate Social Responsibility (CSR) Co-ordination Committee in education to fill funding gaps in the Government school projects and to avoid the duplication in already ongoing projects, said Education Minister Ram Bilas Sharma on Thursday.
He said the State was striving to uplift Education Development Indicators. Fortunately, Haryana had a large number of reputed corporate houses and the Government was keen to attract CSR funds direct or indirect apart from the State budget allocated for education so as to inject quality in education system, said he.
Sharma said that the co-ordination committee would identify and attend to priority area components, supplementing government activities without replacing them and forming action plans. It would co-ordinate and channelize the efforts to achieve goals and facilitate CSR works through implementing agencies like the NGOs and Corporates, monitor and review CSR activities implemented by various agencies, handhold, co-ordinate, facilitate and monitor the impact on Education Development Index (EDI) of the State or district and share best practices in CSR among corporates.
There would be three separate committees so as to evolve a more scientific and professional approach in the execution of CSR activities effectively. These are State level Steering Committee in Education, Core Committee which would be Sub Committee of State level Steering Committee, and District level Steering Committee in education.
The State level Steering Committee (SlSC) would have Additional Chief Secretary, Secondary Education as its chairperson. The roles and responsibilities of SlSC would be to create and circulate project proposal formats and post them on the web-portal, to review and approve projects submitted by corporate or NGOs through District level Steering Committee in education, create monitoring and reporting systems for tracking the progress of the projects and create a list of corporate or NGOs working in the State of Haryana.
The committee will also monitor the progress of the projects implemented on quarterly basis and will finalise or approve MOUs with the corporate or NGOs.
Referring to the role of Core Committee, the Education Minister said that the core group would provide technical support to SlSC and guide CSR co-ordination committee for development of implementation and monitoring formats. It will support designing of projects and would identify and develop innovative projects which can be implemented centrally or by different corporate.
The District level Steering Committee would be formed under the chairmanship of Deputy Commissioner and will finalise the areas of intervention with the consultation of various Sub committees, District Education Officers, NGOs and Corporate. It will also shortlist or identify NGOs, potential partners or corporate or industries.
The committee will also formulate the guidelines for the functioning of the CSR committee and sub committees and formulate District level plans focusing on school level requirements identified under School Development Plans (SDPs), said Sharma.
Elaborating the roles of corporate houses for CSR projects, the Minister said that corporate houses will appoint a dedicated team having experience in social sector for planning, designing and implementation of CSR projects in their nearby villages.
For implementation of CSR projects, Corporate can involve themselves in participation in central projects identified by SlSC, implementing CSR plans and activities with the help of reputed NGOs of their choice working in social sector, CSR activities through their own CSR teams and CSR activities by way of dovetailing with existing government schemes and projects, added the Minister.
