Emphasizing the strengthening of healthcare facilities, water conservation, solar power production, and other key areas, Haryana Chief Minister Nayab Singh Saini directed the concerned officers on Thursday to ensure the timely completion of budget announcements. Saini, who also holds the portfolio of Finance Minister, made several announcements in the State Budget for the year 2025–26 during the Vidhan Sabha session held in March this year.
Chairing a review meeting on the progress of the Budget Speech announcements related to various departments, the Chief Minister placed special emphasis on further strengthening healthcare facilities across all district hospitals in the State. He directed that healthcare services should be made more accessible at the Community Health Centre (CHC) level, including the availability of specialist doctors. He also stressed the need to expand diagnostic facilities such as CT Scan, X-Ray, MRI, Ultrasound, and blood analyzers in all district hospitals. The Chief Minister instructed that the work to upgrade at least one hospital at the district level, ensuring it is fully equipped with all necessary facilities, be expedited.
During the meeting, Saini directed that, in addition to renovating existing village ponds, new ponds should be constructed in villages with sufficient available land. He further emphasized the importance of identifying suitable land in villages for the construction of recharge wells, which would help store and recharge excess rainwater that otherwise goes to waste. This initiative, he added, would contribute significantly to increasing the groundwater level.
He further said that e-libraries should be established in schools or other buildings close to villages to provide students with dedicated spaces for preparing for competitive examinations. These libraries will be equipped with furniture and books from top publishers, ensuring a conducive environment for students to study. Approximately 950 e-libraries are expected to be completed by August 15 this year. The Chief Minister also directed the initiation of door-to-door waste collection in villages to support the State Government's vision of developing model villages under the Swachh Gramin Mission. Additionally, he instructed the preparation of a comprehensive plan for the development of slum areas across the State.
Emphasizing the importance of water conservation, the Chief Minister directed that farmers be encouraged to adopt drip irrigation in all horticulture crops to reduce water usage. He also instructed officials to expedite the process of identifying suitable land for the establishment of an air-conditioned Flower Market in Gurugram. Furthermore, he directed that members of Farmer Producer Organizations (FPOs) be provided with training in food processing and market linkages at the three Centres of Excellence being set up for litchi, strawberry, and date palm in Ambala, Yamunanagar, and Hisar respectively.
He also directed that the canteens in the upcoming working women’s hostels in six districts be managed by members of women’s Self Help Groups, further promoting women empowerment.
Saini directed that to meet the growing demand for electricity, solar power production should be increased alongside conventional power sources. He stated that he would soon visit a village to assess the implementation of the scheme. In the meeting, the Chief Minister also reviewed the implementation of three new Criminal Laws in the State. Earlier, officers presented department-wise action plans and timelines for completing the announcements.
Atrocities on SC people will not be tolerated under any circumstances
In another meeting of the State-Level Vigilance and Monitoring Committee, Saini said that all-round development of the state is possible only with social harmony and in this, the role of Khap Panchayats can make a positive contribution. A State-Level Vigilance and Monitoring Committee was constituted to review the implementation of the provisions of the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act, 1989. The Chief Minister said no person of the Scheduled Caste will face any harassment and directed the police officers that in the cases registered under the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act, 1989, the investigation report and chargesheet should be filed in the court within 60 days. He directed the officers to organize the meetings of the district-level and sub-division-level vigilance and monitoring committees on time and also directed to include the cases related to atrocities in the meeting of the District-Level Grievance Redressal Committee.
