In a bid to strengthen the district administration and the police, Haryana Chief Minister Manohar lal on Monday convened a meeting of all the Deputy Commissioners (DCs) and Superintendents of Police (SPs) of the State and asked them to remain punctual and give maximum time in their offices so as to redress the grievances of people promptly.

The Chief Minister directed the DCs and SPs together to visit at least two villages every week so that problems and grievances could be resolved on the spot.

He also asked them to give patient hearing to the visitors and said that they would remain present in their offices from 11 am to 12 noon daily to redress the grievances.

Presiding over the conference of DCs and SPs, he said transparent administration, zero tolerance for corruption and benefit of various welfare schemes and programmes of the State Government up to the grass root level is the priority of the government and the cooperation of DCs and SPs is important to achieve this objective.

Issuing another direction, Manohar lal also directed the district chiefs to spend maximum time in their offices rather than their camp offices. He made it clear that both DCs and SPs could only work through their camp offices either after the office hours or on holidays.

Tightening his grip on the administration, he said that both DCs and SPs should have proper coordination between them to ensure better administration.

“The motto of the State Government is Minimum Government and Maximum Governance and for there is an urgent need to restructure the staff posted in various districts so as to increase their efficiency,” he added.

The CM said staff could be redeployed in areas where work has increased.

Asking the officers to achieve the set targets in a time bound manner, he said there should be no rituals but their aim should be to provide a result oriented administration.

This would not only benefit the common man but also improve the image of Government, he added.

Expressing concern over the few incidents of communal violence in the State, Manohar lal said that, to ensure proper law and order situation in the State is among the top priorities of the Government.

He directed the senior functionaries of the police department to create awareness among the people about the Zero FIR system under which anyone could lodge a complaint in any police station in the state irrespective of their jurisdiction.

In another step to bolster administration, the Chief Minister directed that besides redressing the grievances of people who visited them, the DCs and SPs should also maintain proper coordination with the public representatives like local MlAs, Ministers, Chairman and Members of Zila Parishad, Panch and Sarpanches as the people have high hopes from them

In the winter season, he asked the officials to ensure power supply in the rural areas upto 8 am instead of 6 am.

He said a comprehensive policy would soon be framed so as to minimise the line losses and pendency of electricity bills. Under this scheme, incentives would be given to those consumers who pay their bills on time whereas; action would be taken against the defaulters.

Referring to the electricity as a commodity, the CM urged the people to pay their bills on time so as to contribute in the development process of the State.
