Appointment of 9,455 JBT teachers in soup again

The appointment of 9,455 Junior Basic Teachers in Haryana once again got stuck in legal tangle when Punjab and Haryana High Court on Wednesday ordered a stay on the process of recruitment.

less than two months after a Single Judge of the High Court had cleared the way of appointment of JBT teachers, the Division Bench of Justice Mahesh Grover and Justice lisa Gill issuing notice to the state on an appeal, ordered a stay on the appointments again.

The Single Bench in its order on March 31, 2016 had found no issues with the results declared on August 14, 2014. The bench had asserted “there was no manipulation in the calculation of mistakes and marks in the academic qualification as well as the viva voce”.

The recruitment process had been done during the tenure of Bhupinder Singh Hooda led Congress government in the state. The selection list was declared by the Haryana School Teachers Selection Board in August 2014.

Raising questions on the marking in the recruitment process, Naresh Kumar and others had contended that they were not awarded two marks for post-graduation qualification in the initial result uploaded on the website on September 6, 2014. The result was revised on their representations before being uploaded again four days later. They were given the benefit of two marks for post-graduation. But at the same time two marks from their interview score earlier declared were reduced. The petitioners had sought quashing of the select list of August, 2014.

A Single Judge Bench, staying the recruitment process had directed forensic examination of data in hard discs. later when the Central Forensic Science laboratory did not find discrepancies in the selection process, the Single Judge had vacated the stay on appointments two months ago.
