Slaps November 1 ultimatum to file chargesheets against Tytler, Sajjan Kumar

Seeing the “main perpetrators” of 1984 anti-Sikh riots roaming scott free even 30 years after the event, the Aam Aadmi Party (AAP) on Tuesday warned the BJP led NDA Government at the Centre and ruling Shiromani Akali Dal (SAD) in Punjab to punish the guilty. Giving an ultimatum till November 1 — 30th anniversary of the 1984 riots, the AAP leader and senior advocate HS Phoolka asked the two Governments to ensure filing of the charge-sheets against two main culprits — Jagdish Tytler and Sajjan Kumar.

He alleged that the two cases related to these Congress leaders were “intentionally” delayed to shield them by the UPA government. “Now, the NDA Government, of which your party is also a part, is in power since last four months, but unfortunately till today even your Government has failed to file the charge-sheet in the court,” pointed Phoolka in his letter to SAD president and Punjab Deputy Chief Minister Sukhbir Badal.

“The thirtieth anniversary of 1984 carnage is approaching but most unfortunately, the crucial cases of the perpetrators of this carnage are still pending under investigation with the Crime Bureau of Investigation (CBI),” read Phoolka’s letter.

He stated that the case of missing charge-sheet, where Sajjan Kumar is an accused, is an example to what extent the successive governments can go to shield the guilty. “The case pertains to the killings of four Sikhs in Nangloi Police Station. After concluding the investigation, charge-sheet was finally prepared and signed by the Investigating Officer and the ACP on April 8, 1992. That charge-sheet should have been filed in next three-four days, unfortunately 22 years have passed and even till now it has not been filed in the court,” he pointed.

Regarding another case against Tytler, Phoolka said that the case pertains to killings of three Sikhs at Gurudwara Pull Bangash in Delhi on November 1, 1984, and is pending with the CBI. Reminding that during UPA regime, “you as well as your party (Badal) had vehemently raised this issue and demanded filling of chargesheet at the earliest”, Phoolka said that till today even your Government has failed to file the chargesheet in the court. “Thirty years have passed… the victims and the witnesses are very old,” he added.
