Bansal opposes UT Admn proposal
Chandigarh: Former city MP Pawan Kumar Bansalhas opposed a move of the Chandigarh Administration to outsource government dispensaries on PPP mode by engaging an NGO for the purpose. In a letter to Punjab Governor and UT Administrator VP Singh Badnore, Bansal said that education and health are primarily governmental functions while private sector is allowed in these areas only as a supplementary channel. Every government’s concerted effort has to be to strengthen its own institutions and augment the facilities offered there. If an NGO wished to provide such services, the right course would not be to handover any government facility to it but to facilitate it in starting a new one by offering land at concessional rates, subject to conditions that may be laid down, Bansal added.
