Utkal Bharat demands 'creamy layer' for SC, STs

Published on:

The Utkal Bharat on Friday demanded creation of a ‘creamy layer’ among the SCs and STs as in the case of the OBC so that persons of the SCs and STs having high-ranking jobs and earning a fixed level of income should not be eligible for Government jobs through quota and reservation facilities, which should percolate down to the least privileged of the same communities.

Addressing a Press meet here. Utkal Bharat president MA Kharabela Swain mentioned that the Marathas, Patidars (Patels), Jats and Kapus who are socially, economically and numerically quite strong are now demanding their inclusion in the OBC category to get a share among the Government jobs. The Gujjars in the past had also held a violent agitation demanding recognition as Adivasis.

Swain said the Central and State Governments are being compelled to compromise with the illegal demands of these communities because of their numbers and clout.

But only because of a strong denial by the Supreme Court, they have not been able to achieve their unethically and illegal demands, he added.

He said that while the number of Government jobs is gradually decreasing, the attraction for the jobs is on the increase.

But in the private sector where it is opposite with no provision for reservation, no such agitation exists, he pointed out.

Swain also said that the cogent reason for emergence of such violent caste agitations lies in the second-generation quota availability for the wards of the high-level SC/ST officials who have got the first-generation high Government jobs through quota.

He said that demanding creation of a creamy layer among the SCs and STs, his party would file a PIl in the Supreme Court very soon.
