In order to curb corruption and bring transparency in the system, a young lady officer posted in Nilgiri as Sub-Collector, which is a tribals-dominated subdivision, has formed a Rapid Monitoring System (RMS).
The idea is coined by Aboli S Naravane to bring an improvement in governance and accelerate implementation of Government schemes after identifying the bottlenecks through quick monitoring and action.
For the cause, she has formed a team of selected officials pooling from different departments functioning under block, integrated tribal development agency (ITDA) and tehsil of Nilgiri basing on their credibility and integrity.
"A list of officials with credibility has been prepared. Randomly they are picked and within a short notice they are being asked to visit certain centres or departments. After receipt of their surprise visit report, action would be initiated," said Naravane.
"It is not humanly possible to go on visit every day. Therefore, the RMS has been formed. Each team comprises two officials which
would be making surprise visit at least twice in a week. Their destination would be informed a few hours before visit. They would be directly interacting with the people and understand their difficulties and problems. The primary focus would be
the Anganwadi centres, healthcare centres, livestock centres and GP offices," she said.
The team members, besides making surprise field visits, would be inquiring into the received allegations.
On Thursday, the team made a surprise visit to the Anganwadi centres in Garadi panchayat and inspected the records. They also detected irregularities.
"The compliance report from the concerned area supervisor of Garadi would be sought on the irregularities," said Naravane.
The BDO has been asked to address the issues pertaining to selection of beneficiaries and extending facilities under various schemes, including IAY, Biju Pucca Yojana, pension for widow, distress and disabled etc, she stated.
"The RMS would not only bring transparency and curb corruption; it also would enhance accountability in the system. There would be a sense of fear in the mind of the Government officials since the visit would be a surprise one.
The punctuality in the Government offices would increase," said Nilgiri ITDA PA Manas Padhi.
