Subarnapur CDMO action under cloud

Published on:

The sudden transfer of a Block Accounts Manager under National Health Mission Jitendra Kumar Panda from CHC Tarbha has come as a surprise for his colleagues, although a previous order issued just a day before did not enlist him for reposition to any other hospital.

As per Letter Number 2820, Date 11/07/19 of National Health Mission, Subarnapur Block Data Manager Rohitswa Tripathy was repositioned to SDH, Birmaharajpur from CHC, Naikenpali, Block Accounts Managers Debabrata Naik was repositioned to SDH, Birmaharajpur from CHC, Naikenpali and Sujit Kumar Sahu was repositioned to CHC, Naikenpali from SDH, Birmaharajpur on administrative grounds in which In-Charge CDMO Pradip Guru has signed.

After one day another letter number 2832, Date 12/07/19 of National Health Mission, Subarnapur Block Accounts Managers Debabrata Naik was repositioned to CHC,Tarbha from CHC,Naikenpali and Jitendra Kumar Panda was repositioned to SDH, Birmaharajpur from CHC,Tarbha on administrative grounds in which In-Charge CDMO Pradip Guru has signed.

The modification of reposition of Block Accounts Managers in one night clearly shows the corruption made by senior officers.

As per a letter number 16113 of Mission Director, National Rural Health Mission, Odisha ‘Transfer of contractual staff in general is not permissible. However, mutual transfer may be allowed on case to case basis.” But how the CDMO In charge, Subarnapur could effect the transfer of the Contractual Block Accounts Managers when In Charge CDMOs have no bonafide authority to pass  order of reposition without recommendation of Collector and Transfer Committee. This has raised many questions on the cleanness of In Charge CDMO, Subarnapur.

Although it has been mentioned in the reposition order issued by in charge CDMO that he has repositioned these employees within the district as per the instruction of the district Collector, Subarnapur for administrative grounds, how  Block Accounts Manager Panda was repositioned from CHC,Tarbha to SDH,Birmaharajpur on administrative grounds although he has done outstanding performance during his last years of service reported by his Medical Officer. He was not subjected to any departmental action, nor did he incur the displeasure of any authorities at any point of time during his tenure of service.

Meanwhile, it is demanded that the illegal transfer be probed by the district Collector, Subarnapur and senior officials of National Rural Health Mission, Odisha and action taken against the errant.
