Collection of taxes under all Acts by the State's Commercial Tax Department amounted to Rs11,137 crore at the end of the fiscal 2012-13 against the budgeted target of Rs11,420 crore.
In the year of 2011-12, the tax collection was Rs 9,657.45 Crore. The 2012-13 collection registered a growth rate of 15.32 per cent.
The collection of VAT (Value-Added Tax) during 2012-13 was Rs8,889.92 crore, CST (Central Sales Tax) Rs733.45 crore and Entry Tax Rs1,308. 42 crore. The growth rate in VAT was 18.86 per cent over the previous year whereas those of CST and Entry Tax were 2.86 per cent and 3.28 per cent, respectively.
The VAT is collected on sale of goods inside the State whereas the CST is collected when goods are sold to other States. The Entry Tax is collected on entry of goods into the State for sale and consumption inside the State.
The low growth rates, official sources said, were due to the continuing economic recession. Region-wise, Bhubaneswar contributed nearly 40 per cent to the State's total collection. The growth rate in the tax collection in the Bhubaneswar Range was 14.31 per cent. The Barbil Circle, where most of the mines are located, registered a growth rate of 34.27 per cent.
Sources said the high growth rate in the Barbil circle is not an indicator that the economic activities in mining has picked up; rather it is because of the increase of the lower VAT rate from 4 per cent to 5 per cent as minerals are taxable at lower VAT rate.
The Cuttack-1 Range, which is mostly dominated by traders, registered a growth rate of 8.43 per cent. The industrial areas like Sundargarh posted a growth rate of 8.69 per cent.
