In order to streamline the Plus II examinations under the Council of Higher Secondary Education (CHSE), about 70 suggestions were critically analysed by the members of an Examination Reforms Committee (ERC) here.
The suggestions, among others, include setting up examination management hubs (EMH), said Higher Education Minister Badri Narayan Patra on Thursday. The recommendations of the committee would be implemented in two phases from the current academic session, 2013-14, he informed.
Accordingly, the Department of Higher Education proposed to set up as many as 200 examination management hubs across the State to supervise conduct of the examination. The District Collector, the Superintendent of Police and four senior principals of Plus II colleges would select places for setting up the hubs. CCTV cameras would be installed in the hubs for keeping a close vigil, said the Minister.
Patra said that a three stitched 32-page answer sheet would be introduced while no additional answer sheets would be given to the students during the examination. The answer sheets of students securing less than 25 per cent and above 90 per cent would be reevaluated by the chief examiner and deputy chief examiner, he added.
According to the new pattern, the question paper (QPs) would be dispatched from the CHSE to the EMH two days before the examination and from EMH, the QPs would be sent to the respective Examination Centre with full security on the day of examination between 7 am and 9 am. In this process, the security of questions could be ensured. Under no circumstances, the question packets would be transported from the CHSE to the EMH and from the EMH to the examination centers without full security. The packets would be opened and signed by the centre superintendents or deputy centre superintendents and representative of district administration.
In this system, both the centre superintendent and deputy centre superintendent would be held responsible for safety and security of the question papers and answer sheets. Squading system would be revamped with a special committee choosing the squad members independently. The chairman of the committee would be the Higher education director, while its members would be taken from officials of the department and CHSE.
Initiatives would be taken for the development of infrastructure in the hubs to supply question packets online. The suggestions would be presented in the State Assembly, said the Minister.
