In order to cover the State’s entire 4.44-crore population for Aadhaar, special enrolment drives would be undertaken with a target to complete the huge task by December 31 this year.
The Department of Electronics & Information Technology (DoEIT) has chalked out a detailed programme and a Project Monitoring Unit (PMU) would be set up at the Odisha Computer Application Centre (OCAC) for its continuous monitoring for next six months.
DoEIT Principal Secretary Pradeep Jena held discussions with senior officials of the OCAC to implement the programme on a mission mode.
Out of the 4.44-crore population, 3.39 crore Aadhaar numbers have already been generated, said sources.
While the Registrar General of India (RGI) has not covered the population 0-5 years under the Census Operation, they would be covered under the Aadhaar enrolment programme, for which the State has been empowered.
Meanwhile, the RGI has shared 2.3 crore data with the State Government. To take up the job, the Unique Identity Authority of India (UIDAI) and the OCAC have signed an agreement in this regard. The cost of the project would be around Rs 10 crore.
Odisha has been declared as Multi Registrar UID State by the Department of Electronics & Information technology (DeitY) of the Government of India.
So, Non-State Registrars (NSRs) like banks, post offices, the National Securities Depository limited (NSDl), Common Service Centres (CSCs) and other institutions would be able to enrol Aadhaar numbers in the State for the left-out citizens, said a senior OCAC official.
The Electronics Corporation of India would also continue Aadhaar enrolment and other NSRs would too cover the population.
The ECIl conducted special drives organising 1,300 camps in High Schools and Primary Schools of the State and enrolled over 80,000 students between 5-18 ears.
Now, special drives would be conducted to cover children of 0-5 years with the support of the Collectors, BDOs and Urban local Bodies authorities, said sources.
For new enrolment, correction and update of Aadhaar and e-Aadhaar generation, there would be Permanent Enrolment Centres (PECs) at the block and UlB levels. There is a large number of cases for correction and updating, for which Aadhaar seeding is not possible.
