Twin City Commissioner of Police RP Sharma on Tuesday said the Vishakhapatnam-based Seven Hills hospital has violated the Transplantation of Human Organs Act while transplanting a kidney after taking it from a Cuttack woman on April 3 this year.

Briefing mediapersons here on the arrest of a director of the Seven Hills hospital in connection with the kidney sale racket, Sharma said rules and procedures as prescribed in the Act have not been followed by the authorities of the hospital.

The Commissioner said a ‘No Objection Certificate’ (NOC) is required in case of organ transplantations taking place outside the State which was not followed by the hospital. “We have interrogated Director of Medical Education and Training (DMET) Sunamali Bag in the matter to know about the NOC,” he said, adding, “The hospital is required to take approval of the authorisation committee, which has not been done in this case.”

On Monday, a special team of the Mangalabag police had arrested Seven Hills hospital director (medical) Dr N Prabhakar Babu under the Transplantation of Human Organ Act. However, the team would have to wait for some more days in Vishakhapatnam as Babu has been admitted to a hospital there as he reportedly fell ill as soon after he was nabbed.

Notably, the kidney racket issue came to light after a woman, Namita Nayak, of Cuttack Nayak Sahi lodged a complaint with the Mangalabag police about the sale of her kidney to one Mohan Chandra lenka of Bhubaneswar for Rs 10 lakh. During investigation, the police found that the transplantation was carried out on the basis of forged documents.
