SC&ST Secy fails to report; NHRC warns appearance

The National Human Rights Commission (NHRC) has warned the SC and ST Development Secretary to invoke Section 13 of the Protection of Human Rights Act, 1993 for its failure in complying with the commission’s order despite repeated directions.

Though the commission has been asking for report over the death of tribal student Urmila Kabasi a Class-IV student of a residential school in Jabanpali under Kalimela police station in Malkangiri district due to electrocution while tying a mosquito net in the hostel last year, the concerned authorities are yet to submit the same.

In its latest order the commission directed the SC and ST Development Secretary to comply with the order within four weeks failing which the commission would be constrained to invoke the provisions of Section 13 of the Protection of Human Rights Act, 1993.

Section 13 of the Protection of Human Rights Act, 1993 may drag the officer for personal appearance before the commission.

Angul-based Human Rights Watch had moved the apex human rights watchdog praying for a compensation of `50 lakh to the kin of the deceased and stringent legal action against responsible.
