Negligence of Edu Dept violates UN Charter

Even though the four-week deadline of the National Human Rights Commission (NHRC) calling for an action-taken report (ATR) has elapsed, the School and Mass Education Secretary (S&ME) is yet to submit it.

The commission had sought an ATR from S&ME Secretary more than a month ago in three different cases and over the negligent attitude of Board of Secondary Education (BSE) resulted in either suicide or immense sufferings of the students who appeared for the High School Certificate Examination this year.

The apex human rights watchdog called for the ATR pursuant to three different petitions filed by Supreme Court lawyer and rights activist RadhakantaTripathy. later on, few cases are tagged with his case.

Rinki Dehuri who died on April 30 this year following the message of her failure in HSC examination conducted by the BSE has been supplied with a pass certificate after her death. Rinki was from Kumanda village of Anugul district and was a student of Jarasingha Girls High School and was the second daughter of daily wager Aruna Dehuri, Radhakanta pointed out.

The petitioner alleged that Rashmita Sahoo a Class X student of Government Girls’ High School, Khordha has been supplied with a pass certificate after her death on May 1, 2014.

“Her death is clearly due to the faulty evaluation of the BSE. She was the only daughter of Bhimasen Sahoo of Bhaliabadi in Khordha,” Radhakanta added.

Earlier in the case of Piyus Dipankar Nayak (Roll Number 016BB189), a student of Ramchandra High School an ATR was sought from the same authority of the State.

“It’s not only the Education Department but also the irresponsible bureaucracy and negligent administration that have destroyed lives of more than 1,000 students who appeared at the HSC Examination- 2014. It is a great hazard not as a matter of local issue for the State but also jeopardises and hinders the Millennium Development Goal set up by the United Nations. The negligence of the Odisha Education department violates the human rights of UN Charter of human rights,” Radhakanta alleged.

He has requested the NHRC to investigate the case and direct the Education department to pay compensation to all the students who have been the victims of wrong evaluation of the BSE, besides ensuring a special package for the bereaved family for loss of their children.
