Rs15l scam hits N'pada tube-well spares purchase

The DRDA, Nuapada has stumbled upon a financial irregularity worth Rs15 lakh in the procurement of spare parts for tube-wells in the office of the Komna BDO in 2013-14.

BDO Debasish Sinha in charge of Komna block had placed a supply order of tube well spares worth Rs17, 84, 557 with Koshala Udyog in violation of the Government provisions. He had released Rs15 lakh as advance to the supplier on the basis of his order.

The supply order was issued basing upon the recommendation of the Junior Engineer of the Rural Water Supply & Sanitation (RWSS) department. But the existing stock position had not been taken into consideration at the time of the assessment of requirement.

Reports said that the BDO passed the order for procurement of spares on March 1 last without waiting for physical verification of received materials by the Junior Engineer, RWSS. He also bypassed the accountant and the accounts officer and pressed the cashier of the block office to issue the cheque. It is learnt that, the BDO personally received the cheque from the cashier to hand it over to the supplier.

Meanwhile, the DRDA PD has asked the BDO to explain for the transactions within seven days. “From your present official behaviour, the DRDA, Nuapada is now strongly apprehensive about possible financial misappropriation in the block” read the letter of the PD, DRDA. The PD has also issued a show cause notice to the accounts officer of the block office.
