Taking into the vast benefit derived by the nation through the concept of co-operatives, it is expected that the Government of lndia and in particularly the Ministry of Finance should pay special attention to the development of the co-operative sector.
ln management of any organization whether Government or Non Government or private, business enterprises or office or any other establishment including cooperative organizations, three Ms, namely Men, Money and Material are involved. Among these three elements, men play a very important and crucial role in management of other two.Men by nature are generally rational, logistic, wise, honest, dutiful, sincere, right thinking as they are endowed with conscience and wisdom to distinguish or discriminate or balance between good and bad, right and wrong by the almighty.
But at times, people deviate from right path to wrong. ln such a scenario, it is essential to select right people and establish them in right place at right time of recruitment by proper selection procedure involving all types of tests like intellectual, academic, physical, psychological, etc. When they fulfill the objectives set by the organization after undergoing rigorous practical job situation, they are finally absorbed in regular service. Otherwise, their temporary service during probationary period is terminated setting all their dues as per contract or service / appointment letter.
It may so happen that some people after undersigning such rigorous tests initially may behave erratically at any stage of their employment to take advantge of their position and powers vested on them even in middle or senior level of managerial cadres which could not be predicated earlier as human element is susceptible to all types of temptations. In order to handle these types of very exceptional cases, the condition of service in the service rule provide a rider clause of "Golden hand shake" provision to get rid of such types of human elements by paying them all types of dues for termination of their service at any stage of their employment.
The same principles also apply to co-operative organisations which are primarily governed under separate statute called, "The Co-operative Societies Act and Rules."
In any co-operative organizations, there are two other categories of human elements besides employees namely members and elected office bearers who constitute, Committee of Management or Board of Directors.'
ln order to deal with them when they go astray and to take care of them ample provisions have been made in the special statute called "The Odisha Cooperative Societies Act, 1962 and the Odisha Co-operative Societies Rules 1965 under the chapters ll "Members" and Chapter - lV "Management of Society" for their suspension/ supersession removal and Chapter-Xiv "Offences" when they go astray and become erratic. So there is no problem to get rid of them under due process of law as provided in the statute and rules framed there under.
