Based on a petition filed by civil society organisation Human Rights Watch secretary Sangita Swain alleging that the police did not register a case in the killing of one Shyam Kadraka of village Nirgundi in Rayagada on February 4, 2016, the National Human Rights Commission (NHRC) had sought a report from the Rayagada SP.

The SP in reply stated that a case was filed in the K Singhpur police station on February 5, 2016 and investigated.

During investigation it was found that the Kadraka was killed by Maoists on the suspicion of being a police informer.

An ex-gratia of Rs 2 lakh was paid to the next of kin of the victim and an accused was arrested and produced in court on February 24, 2016.

Besides, recommendations were made to the Government to pay Rs 3 lakh under Central scheme for assistance to civilian victims of terrorism.

A close watch was being kept on the Maoist activities in Rayagada district to prevent further loss of lives, the SP stated. The NHRC observed since the action has been taken in the case, no further intervention of the commission is required.
