The Bhadrak district administration seems adamant in complying with the directions of the National Human Rights Commission (NHRC) and the resolutions of at least thirteen Gram Sabhas with regard to the identification of victims in Reba-Kapali Sanskar Yojana and payment of compensation to them.
The Gram Sabhas held in 13 gram panchayats have unanimously passed resolutions not to accept ex-gratia as decided by an executive engineer of the Bhadrak Drainage division and rather get it under the land Acquisition Act.
The land Acquisition department has finalized a list of victims of eight revenue villages falling on the embankment of Reba and four revenue villages of Kapali rivers. The affected villages in the list of district administration in Reba Sanskar include Asurali, Gadhiali, Tampala,Kusuma,Mankidia,Govindpur and Jharidia. Similarly the four villages in Kapali Sanskar Yojana include Khariji Korua, Baburi Gaon, Kantapada, Gopanur. This is the first phase of short listing of the victims.
Though the Drainage Division has deposited amount required for preliminary processing for land acquisition, the land Acquisition department sleeps over these proposals.
