Rayagada girl kidnap: Father moves minority panel

Published on:

Mohammed Naim from Amlabhatta-Rama Chandra Nagar village of Penta panchayat of Rayagada district, a meat vendor, has finally approached the National Commission on Minorities, requesting it to direct the State authorities to trace out his daughter who was kidnapped three months ago from JK Pur under the Chandili police station limits.

According to the FIR lodged by Naim, his minor daughter had been kidnapped by one Ashok Senapati, with the help of his driver friend Sudha in a Bolero jeep. The FIR also mentions that Ashok was tormenting the girl.

Naim alleged that though the police registered a case on June 19 last, they later did not take much interest in the case and slowed down the probe because of pressure from a local ruling party leader.

When nothing happened for two months at the level of police station, Naim and his wife, on a grievance day, met the District Magistrate with a written complaint on the incident. In the complaint, Naim told the Collector that the kidnappers might sell some of the body organs of his daughter or engage her in prostitution.

The copies of the complaint were then circulated to the scribes present outside of the grievance hall. The SP was also present on the day with the Collector and both of them gave a patient hearing and assured Naim and his wife of looking into the matter at the earliest. The incident was covered in several media.

One month passed and still there was no action even after Naim represented the State Minority Minister lal Bihari Himirika. Being aggrieved and anguished over the administrative inaction, Naim recently lodged a complaint before the District Child Protection Officer (DCPO), Child Welfare Committee (CWC)-a quasi judicial body and Childline, Rayagada.

It is learnt from reliable sources that Childline authorities have made a spot inquiry whereas DCPO is in theprocess of initiating action.  CWC women member Bidulata Huika has written to SP in this regard requesting him to produce the child before the CWC. The CWC will also institute an inquiry into the

incident. In the meantime, Naim has filed a complaint before the National Commission on Minorities, Delhi requesting immediate intervention in the case.

“Even if the boy and the girl have eloped because of a love affair, it is the prime duty of the law enforcing authorities to take action against the miscreants as it is a clear case of child abuse, kidnap and molestation. At least, the girl has to be rescued,” said a legal expert.
