Rampant blasting at NTPC site under NGT scanner

Taking a serious view of a petition that the National Thermal Power Corporation (NTPC) has indulged in rampant blasting at the Darlipalli Super Power Project site in Darlipalli under lefripara police station in Sundergarh district, the National Green Tribunal (NGT) on Thursday directed the NTPC not to do the same.

The tribunal directed Chief Secretary to implement its order relating to blasting issue and to submit an action taken report on the next date fixed for November 2.

Passing an interim order the division bench of Justice Pratap Kumar Ray (Judicial Member) and Prof Dr PC Mishra (Expert Member) directed the project proponent not to violate the conditions stipulated in the environmental clearance certificate as well as provisions of Explosive Rules, 2008 relating to the open blasting.

The tribunal sought status report from the Chief Secretary, Environment and Forests Secretary, State Pollution Control Board, Odisha and Sundargarh Collector within three weeks while directing the NTPC and Daripalli Super Power Project chief project manager to file objection if any within one week thereafter.

Global Human Rights Communications executive director Subash Mohapatra had moved the tribunal alleging that NTPC has indulged in rampant blasting against the direction of the State authorities.

“The villagers of Thaparva, Alupara, Thaparva ka kinare chowk, Borubagar, Darlipali approached the NTPC authorities not to take-up any type of blasting till their complete evacuation from the proposed plant site, but to no avail.”
