Opposition Congress in the State Assembly on Thursday slapped a notice of privilege against the Government for not complying with the issues being raised by members through “Special Mention”.
Congress members regretted that the Government has no respect to law and rules of the House and has been “raping the provisions of Constitution and the rules of procedure of business as formulated by the House” and, in the process, the Government has breached the privilege of the members and of the House.
Raising the issue during the Zero Hour, leader of the Opposition Narasingha Mishra rued the attitude of the BJD Government. As per the rules of procedure and business of the House the Government “shall” comply with the questions of the members raised through the Special Mention within 48 hours. However, though only five days are left for adjournment of the current session of the Assembly, so far only 15 of the 75 Special Mentions were complied with by the concerned Ministers, he said. This shows utter disrespect by the Government to the House and the members as well, he said. Since the business of the House is not being run as per law and the Government does not care for the law, why should the members come to the House and ask questions on the State’s interest and raise issues pertaining to the burning problems, he asked.
Mishra drew the Speaker’s attention that while the latter is applying the rule in letter and spirit while disallowing the Opposition-sponsored adjournment motions for discussions, the same is not being applied in case of non-response on Special Mentions form the Government in stipulated time.
